Nordrhein-Westfalen plant im Herbst neue Stipendien für begabte Studenten ein zu führen. Laut Wissenschaftsminister Andreas Pinkwart (FDP) sollen 1200 Studenten mit je 300 Euro im Monat gefördert werden. Am Montag bei einer Sitzung der Länderminister scheiterte er mit einer Bundesweiten Einführung. Die 300 Euro sollen unabhängig vom Einkommen der Eltern gezahlt werden.

Beim BAföG hingegen wird das Einkommen der Eltern und das Vermögen des Studenten einbezogen. Im Wintersemester 2008/2009 wurde das BAföG angepasst.

Im Einzelnen gibt es durch die neuen BAföG-Regelungen folgende Verbesserungen:

  1. Die Bedarfssätze steigen zum Schuljahr bzw. Wintersemester 2008/2009 um 10 Prozent, die Freibeträge vom Einkommen der Auszubildenden, ihrer Ehegatten und Eltern jeweils um 8 Prozent. Der Förderungshöchstsatz beträgt damit 648 Euro, wobei durch die höheren Freibeträge noch mehr Auszubildende einen Anspruch auf Förderung erhalten.Für alle Auszubildenden gilt zudem, dass ihre Minijobs mit einem Verdienst bis zu 400 Euro brutto anrechnungsfrei bleiben. Sie führen also nicht zu einer Kürzung der Ausbildungsförderung.
  2. Auszubildende mit Kindern können einen Kinderbetreuungszuschlag erhalten.
  3. Auszubildende mit Migrationshintergrund können leichter nach dem BAföG gefördert werden. Ausländische Auszubildende, die bereits langfristig aufenthaltsberechtigt sind oder eine dauerhafte Bleibeperspektive haben, werden auch ohne Anknüpfung an eine vorherige Mindesterwerbsdauer der Eltern gefördert.
  4. Auszubildende, die ihre Ausbildung ganz oder teilweise im Ausland absolvieren, können leichter gefördert werden. So ist beispielsweise auch eine vollständige Ausbildung im EU-Ausland und der Schweiz förderungsfähig. Ab dem Schuljahr 2008/2009 werden zudem auch Auslandspraktika, die beim Besuch von Berufsfachschulen vorgeschrieben sind, förderungsfähig. Darüber hinaus werden an Praktika im außereuropäischen Ausland ab dem Schuljahr bzw. Wintersemester 2008/2009 generell keine höheren Anforderungen mehr gestellt als an Praktika im europäischen Ausland.
